The Secaucus Junction Station (formerly known as Secaucus Transfer during planning stages) was a major commuter rail hub in Secaucus, New Jersey. Unlike other New Jersey Transit rail stations, Secaucus Junction was specifically built as a transfer point; it allows passengers to transfer between trains on nine of the agency’s commuter rail lines.

Project Details

The project expanded the two-track Northeast Corridor mainline embankment to three tracks for a mile on each side of the station and to four tracks through the station itself. The two-track Bergen County Line was re-aligned southwestward next to the two-track Main Line to pass through the station on the four-track lower level. The $450 million, 321,000-square-foot station sits atop the former Croxton freight yards where Hoboken Terminal-bound tracks pass under New York Penn Station-bound tracks in a cross. Its main purpose is to allow passengers to transfer between trains to/from Hoboken Terminal and trains to/from New York Penn Station.

Role & Responsibility

Ashoka Consulting LLC staff served as project control manager, successfully oversaw all project financial administrative functions tracking the expenditures $448M FTA FFGA Grant for project management, contractors, consultants, utilities and railroad force account. Effectively managed the Special Track Work Procurement contracts with American-European contractor, designer, and Amtrak to ensure close monitoring of the contracts. Coordinated the preparation of contract plans, specification and estimate for the high-speed turnouts (up to 80 mph movement) to ensure compliance with general, technical, and special provisions, as well as turnout geometry. Responsible for the negotiation and supervision of Amtrak construction contracts, which include the construction of major civil, electric traction, communication & signals, bridge and building facilities along Amtrak’s mainline between Newark and New York. Reviewed design plans and coordinated utilities force account contracts with Public Service Electric & Gas, Bell Atlantic, Comcast and MCI. Majority of the work includes gas main relocation, construction of manhole, remove and install new service line, relocate utility poles, and splice and rewire fiber optic cables. Provided assistance in preparation of Memorandum of Agreements (MOA).
